Project overview

The South Australian Government committed $51 million for the Port Dock Railway Line Project.

The Public Transport Projects (PTP) Alliance comprising of McConnell Dowell, Arup and Mott MacDonald, together with the Department for Infrastructure and Transport (the Department), delivered this project.

The project supported 100 full time equivalent jobs per year averaged over the life of the construction period.

The project re-established the spur line, constructed a new train station and bus interchange.

  • Why is the project needed?

    The 1 km spur line will link Port Adelaide’s commercial centre and residential precinct to the Adelaide CBD. It will provide rail services for those who already call the area home and the many more set to live, work and visit Port Adelaide. It will also serve as an important destination station for the Port’s tourist attractions.

  • What does the project include?

    The project will re-establish the spur line and construct a new train station and bus interchange.

  • Where is the project?

    The Port Dock Railway Line Project will connect the existing Outer Harbor rail line at Grand Junction Road, via a 1 km spur line, to a new Port Dock Railway Station at Baker Street, Port Adelaide.

  • How does the updated design differ from the previously proposed 2019 design?

    As a result of the design review undertaken in late 2022, key changes were made including:

    • no level crossing to be delivered, to align with the national safety requirements and South Australia’s Railway Crossing Safety Strategy;
    • realignment of the Outer Harbor Greenway and provision of an alternative access to the South Australian Aviation Museum;
    • upgrades to Barlow Street and Baker Street streetscapes for improved pedestrian access;
    • connectivity upgrades to pedestrian and cyclist access alongside Grand Junction Road; and
    • overall improvements to pedestrian and cyclist connectivity.
  • What does this mean for car parking?

    Parking within Port Adelaide, especially around the Lipson Street area, is already in high demand. The Project is aiming to improve this situation by providing alternate travel options into the area through improving access to trains and buses.

    To enable the building of the new bus interchange, there will need to be a reduction of 65 car parks in total compared to the existing car parking at Lipson Street. The final carpark design includes 94 parking spaces, including four accessible parking spaces. This car park is managed by the City of Port Adelaide Enfield.

  • Will the car park on Lipson Street be metered in the future?

    This car park is managed by the City of Port Adelaide Enfield. To make visiting the Port Adelaide and access to nearby businesses easier, Council will introduce three hour limited timed parking controls between the hours of 9am and 5pm, Monday to Friday following the completion of major car park works as part of the project.

    Council will let the community know in advance prior to these restrictions being put in place.

  • Are landscaping plans available?

  • How many trees will be removed to allow for new infrastructure?

    While we try as much as possible to keep existing established trees, we will need to remove approximately 50 trees, none of which are significant or regulated. Pruning will be undertaken only as needed to protect existing trees during construction. This includes pruning of trees within the Lipson Street car park, Barlow and Baker street streetscape upgrades and to assist with construction of the new rail line.

  • How many new trees are expected to be planted?

    The project will plant approximately 80 new trees, 70 shrubs and over 630 native grasses across the project. This will increase the local tree canopy by 40 per cent.   • How have the landscaping plans been developed?

    A landscaping plan, plant schedule and tree palette have been developed, in collaboration with the City of Port Adelaide Enfield, to balance local amenity and maintenance requirements in the plaza, bus interchange, along the realigned Outer Harbor Greenway and Barlow Street as part of the streetscape upgrade.

  • What upgrades will be made to Barlow Street and Baker Street as part of the streetscape upgrade?

    Improved lighting and landscaping will be provided along the western side of Barlow Street and Baker Street. Proposed landscaping will include approximately six new trees spaced along Barlow Street in between dedicated on street parking areas.

  • What type of mulch has been selected?

    Garden beds as part of the design for the plaza will be mulched with organic material.

    Hardwood mulch has been selected for the northeast area of the plaza and the perimeter of the bus interchange.

    Gravel mulch will be used in garden beds to support new tree plantings within the upgraded Lipson Street car park.

  • Will new landscaped areas be irrigated?

    The project will install irrigation in the garden beds as part of the plaza area works and within turfed areas located in the upgraded Lipson Street carpark. The remaining areas that include trees and native grasses will not be irrigated but will be hand watered during the project’s two year maintenance period.

  • What is the height of new trees (tube stock) that will be planted?

    New trees, or tube stock, will vary in height at each of the different landscaped areas. This will range from 1.5m for the shortest selected species (Melaleurtesca nesophila 'Little Nessie', Dwarf Honey Myrtle) to 3m for the tallest selected species (Quercus cerris, Turkey Oak and Corymbia maculate, Spotted Gum).

  • What is the expected height of selected trees at maturity?

    Trees once at maturity will range from 2m for the shortest selected species (Melaleurtesca nesophila 'Little Nessie', Dwarf Honey Myrtle) to 30m for the tallest selected species (Corymbia maculate, Spotted Gum).

  • Has the project selected native species?

    Yes. Majority of the species selected are native to Australia. To see which species are native, please view the project’s Landscaping tree and shrub palette, and groundcovers and grasses palette.

  • When will the project commence planting activities?

    To ensure that new trees (tube stock) can grow in the best conditions, planting will take place between March and May 2024, with Autumn providing mild weather and optimal soil conditions.

    Planting at this time of year will minimise transplant shock, or stress, on new trees (tube stock) during the planting process.

  • Who will maintain the new landscaped areas once the project is complete?

    We will maintain new landscaping for two years following project completion. The City of Port Adelaide Enfield will then take over care and maintenance of majority of the landscaped areas.

    The Department for Infrastructure and Transport’s Rail Operator is responsible for maintenance of the earth mound located at the southern end of the project adjacent to Russell Street, Rosewater.

  • Will there be bike storage facilities?

    Bike hoops will be made available to cyclist and provide a short-term storage option. The project does not include an Adelaide Metro secure bike storage facility.

  • Will Electric Vehicle (EV) charging stations be installed at the car park?

    Charging stations are not included as part of the project.

  • During construction will there be any temporary closures to the existing car park?

    Yes. There will be temporary closures of the car park while to project is being delivered. We will let the community know before any closures are put in place.

  • How will pedestrian and cycle connections change?

    The project will result in changes to the existing pedestrian and cyclist routes in the area, including re-routing a section of the Outer Harbor Greenway.

    Currently the Outer Harbor Greenway, crosses over the rarely used rail line in Port Adelaide near the South Australian Aviation Museum.

    To make sure the public are kept safe both during and once the project is finished, the Outer Harbor Greenway route will be modified and the project will not include a new level crossings to link access over the new rail line to Lipson Street. This is in alignment with the South Australia’s Railway Crossing Safety Strategy, the South Australian Government’s Railway Crossing Policy, and the Office of the National Rail Safety Regulators Level Crossings policy.

  • What does this mean for pedestrians and cyclists?

    Pedestrians and cyclists will be able to travel alongside either side of the railway line, making a choice at Grand Junction Road.

    Pedestrians and cyclists approaching Port Adelaide from the north-eastern side (South Australian Aviation Museum side) will be redirected along Barlow Street and Baker Street, to St Vincent Street. At St Vincent Street, a new crossing will be built including a centre-of-road refuge island to link pedestrians and cyclists to Todd Street, where they can continue to the Port Adelaide waterfront, and along the existing Outer Harbor Greenway.

    Pedestrians and cyclists heading to Port Adelaide from the north-western side can continue along the existing route to access the commercial area and connect to the Outer Harbor Greenway at St Vincent Street.

    These changes allows pedestrians and cyclists to safely travel through the area, without the need to cross a railway line.

    There will be no level crossing created as part of the project. This aligns with the national safety requirements and South Australia’s Railway Crossing Safety Strategy.

    Improvements will also be made to the pathway lighting and surface conditions to the Grand Junction Road bridge and ramps.

  • What engagement has taken place with key stakeholders?

    The PTP Alliance has worked with the City of Port Adelaide Enfield, Port Adelaide Bicycle Users Group (BUG), Bike Adelaide, and other key stakeholder groups to get their feedback while the project design was being reviewed.

    Feedback from these stakeholders has been taken into consideration and the PTP Alliance will continue to meet with them to inform construction staging.

  • Has the project now established the Community Reference Group?

    We thank those that showed interest in joining the Port Dock Railway Line Project’s Community Reference Group (CRG). The intended purpose of the CRG is to meet with a cross section of the community representing a wide range of community interests and views specific to the project. Unfortunately, the project did not achieve a broad community representation from the two Expression of Interest (EOI) phases to suit the establishment of a formal CRG. Therefore, we will not progress with establishing a formal CRG as part of the project.

    We continue to meet with individuals who have specific concerns relating to the project and/or individual groups, including PortBUG/Bike Adelaide and City of Port Adelaide Enfield.

  • Will there be a pedestrian crossing in the bus interchange?

    A safe pedestrian crossing location will be installed between the car park and the new Port Dock Railway Station. National Rail Museum customers who utilise the car park will be able to use the pathways and footpath to cross safely to the museum entrance.

  • Will there be a dedicated Shared Use Path within the car park/ plaza and bus interchange area?

    There is no dedicated Shared Use Path through the car park / plaza and bus interchange. The project is working with the City of Port Adelaide Enfield and key stakeholder groups to ensure safe access is provided through the area.

  • Will there be road pavement and lighting improvements along Barlow Street?

    The project is reviewing lighting along Barlow Street with the City of Port Adelaide Enfield. Road pavement improvements are not included in the project design.

  • Once the new station is completed, will you be able to catch the train from the Port Dock Railway Station to the Outer Harbor Railway Station?

    Provision of passenger services and frequency will form part of the review to be undertaken by the South Australian Public Transport Association. The Port Dock Railway Line will be a spur from the Outer Harbor rail line at Grand Junction Road and will run between Port Dock Railway Station and Adelaide Railway Station.

    Train passengers wishing to travel between Port Dock and Outer Harbor will need to board the train and transfer to an Outer Harbor line service to reach the Outer Harbor Railway Station.

  • Where will the bus interchange be located?

    The bus interchange will be located within the existing Lipson Street car park, next to the new plaza.

  • What does this mean for bus passenger services?

    The bus service plan is being developed by the South Australian Public Transport Authority. The PTP Alliance understands that the intent is that all buses into Port Adelaide will service the new interchange.

    Bus services, routes and layover locations will be reviewed to ensure integration of bus and rail services.

  • Will there be an increase in bus traffic along Lipson Street as a result of the new interchange?

    General vehicles movements are not expected to increase significantly along Lipson Street. There may be increased bus movements, as bus services and timetables will be reviewed as part of the project. Changes to existing routes will be made available closer to the end of the project via Adelaide Metro www.adelaidemetro.com.au

  • When is construction expected to begin?

    Site compound, preparation and rail reconstruction and maintenance works commenced in mid-2023.

    The project is expected to be complete in late 2024.

  • What is the permanent access for the South Australian Aviation Museum?

    Access to the South Australian Aviation Museum is via the upgraded driveway at 16 Bedford Street, Port Adelaide SA 5015.

  • Will there be any night works?

    The majority of construction works will occur during the day, Monday to Saturday, with some works occurring on Sundays. Advance notification will be provided to residents and the community of any night or Sunday works.

  • Will there be any train service disruptions to the Outer Harbor line?

    There will be some occasions when train services to Outer Harbor will be temporarily suspended during construction to facilitate critical works. Where possible, timing for such works will be aligned with existing planned closures and maintenance.

    The PTP Alliance will provide advance notice of any service disruptions. Information, including substitute bus services, will be available at Adelaide Metro www.adelaidemetro.com.au

  • Has the use of ‘smart lights’ and other security measures been considered?

    LED lighting designed to dim in ‘resting’ mode and light up when activated by movement will be installed at the new Port Dock Railway Station. This will create a well-lit area to enhance public safety.

    Closed-Circuit Television (CCTV) cameras will be installed on the station platform, for monitoring and security purposes.

  • What shelter will be provided at the new Port Dock Railway Station?

    Shelters will be included on the station platform and will be a cantilever-style to provide maximum shelter and visibility.

    A bus shelter will also be provided at the bus interchange.

  • What is in the plaza?

    The plaza area will be a landscaped open space, including a steel arbour with seating and toilets.

    The plaza has been designed to allow for the area to be used as an event space for the community.

    Provision of access to power and water means that mobile food trucks, caterers or a temporary kiosk can provide a pop-up service in negotiation with the City of Port Adelaide Enfield.

  • Will ‘smart’ signage showing real time arrival and departure information be provided on the new station platform and at the bus interchange?

    Yes, ‘smart’ signage to deliver public transport passenger information will be provided at the Port Dock Railway Station.

    ‘Smart’ signage will also be provided at the bus interchange and plaza.
